CODE P1415

Replaced VCG last week, started car and got a bit of a rougher start/idle. Seemed to smooth out then every 20 seconds the idle would fluctuate from about 600rpm to about 900 and then back down. CEL came on and got the code p1415 mass or volume air flow too low. What could cause this??????
