"DO NOT OPEN" bolts on valve cover

There are these two bolts that on the valve cover that hold the piece that receives the valvetrinic. They are marked “DO NOT OPEN”, and I would not mess with them, except they are loose. Can I tighten them? What are these called and what are they for?

My assumption would be that is a warning not to mess up alignment/calibration since the position of the valvetronic is so important.
